Accessibility
This page presents our commitments regarding digital accessibility and defines the level of compliance of this website with current regulations and standards.
What is digital accessibility?
Digital accessibility is a set of rules and best practices covering functional, graphic, technical, and editorial aspects.
Following these rules and best practices ensures that digital content (websites, mobile applications, PDF documents, etc.) is accessible to people with disabilities.
An accessible website, for example, allows users to:
- Personalize the display through the operating system and/or browser (increase or decrease text size, change fonts, modify colors, stop animations, etc.).
- Navigate using assistive technologies such as screen readers or braille displays.
- Navigate without using a mouse, using only the keyboard, switches, or a touchscreen.
- Access videos and audio content using subtitles and/or transcripts.
- And more.
Digital accessibility commitments
The OFII (French Office for Immigration and Integration) is committed to making its websites (internet, intranet, and extranet), mobile applications, software, and digital public equipment accessible in accordance with Article 47 of Law No. 2005‑102 of 11 February 2005.
Partial compliance declaration with the RGAA
This declaration applies to the Foreign Nationals Portal in France.
Compliance status
This website is partially compliant with the RGAA (General Accessibility Improvement Framework) – version 4.1.2, due to the non‑compliance listed below.
Test results
Following the initial RGAA version 4.1.2 compliance audit carried out in September and October 2025 on the pre-production version of the website by the company Ideance, and the subsequent corrections implemented by Ofii, as well as the follow-up audits conducted in February and March 2026 by Ideance, the results for the sample revealed that:
- The overall compliance rate is 98.4%.
This rate is obtained by dividing the number of compliant criteria by the number of applicable criteria. - The average compliance rate is 99.8%.
This rate is obtained by calculating the average of the compliance rates for each page.
Given the time between the initial audit (September–October 2025) and the follow‑up audits (February–March 2026), it is possible that changes (graphic, technical, and/or editorial) made to the site in the meantime were not audited.
As a result, these compliance rates may differ slightly—either higher or lower—depending on the presence of new compliant or non‑compliant criteria.
These potential changes will be reviewed during the next audit of the site.
Non‑accessible content
Non‑compliance
The only non‑compliant criterion is 13.3: some downloadable PDF documents contain accessibility issues.
Additional notes
Validity of generated source code
The generated source code of the site’s pages is not fully valid according to the specified document type.
However, for the reasons explained below, RGAA criterion 8.2 related to this point has been marked as compliant.
Officially, WCAG criterion 4.1.1—related to RGAA criterion 8.2—was removed from WCAG 2.2 and must be considered as always satisfied under WCAG 2.1 and the European standard EN 301 549.
In practice, this criterion no longer provides any accessibility benefit for people with disabilities. Any accessibility issues caused by invalid source code are already covered by other RGAA criteria.
ReadSpeaker
The “ReadSpeaker” feature has not undergone a full and detailed audit.
However, it has been verified that its presence does not prevent the use or consultation of the rest of the site
tabindex
Interactive elements in the “Cookie Management Panel” dialog box contain tabindex attributes with values greater than “0”.
However, the tab order within this dialog box remains coherent.
Establishment of this declaration
This declaration was prepared on 17 March 2026.
