PRESS RELEASE

A new stage in the modernization of service to foreign nationals: Applications for circulation documents for foreign minors (DCEM) can now be made entirely online

Users wishing to obtain a document de circulation pour étrangers mineurs (DCEM) will be able to complete the entire process online via the administration-etrangers-en-france.interieur.gouv.fr .

It is no longer necessary to make an appointment at the prefecture, nor to travel to obtain the document. Applicants will only need to go to the prefecture to receive their residence permit. Between submission of the application and delivery of the permit, they can check the status of their application at any time via their online account.

Foreign minors residing in France are not required to hold a residence permit. However, to facilitate travel outside France, they can obtain a document for foreign minors (DCEM). The person exercising parental authority over the child must apply for this document, providing certain supporting documents. The document is valid for 5 years, renewable. Every year, 60,000 DCEMs are issued in France.

The portal has been designed for ease of use. It can be used at any time on a computer, tablet or smartphone.By simplifying and securing procedures, it enables users to:

  • no longer need to make an appointment at the prefecture, as applications can be submitted entirely online;

  • process permit applications much more quickly: at present, delivery times average 20 days for "talent passports" and 37 days for "student permits";

  • reduce the number of visits to the prefecture: a single visit for delivery of the document, or a maximum of two visits if the fingerprint has not already been taken.
