Mobility

A driver’s license issued in a country outside the European Union is valid for one year starting from:

  • The start date of the first residence permit in France
  • The date the long-stay visa was validated through the Digital Administration for Foreigners in France (Anef).
  • Before the end of this one-year period, the holder must exchange their driver’s license to continue driving. The application is submitted online via the France-Titres website.

If the employee has not exchanged their license within the year, they will have to retake the written and driving tests.

Some licenses obtained abroad cannot be exchanged for a French license and require the holder to retake the driving test in France.

Check if a non-European driver’s license is exchangeable for a French license on the Service-Public webesite.

Here are the steps your employee must follow to obtain a driving licence in France. These steps are the same for French nationals:

  1. Register on the France‑Titres website and obtain their NEPH number.
  2. They must then study the highway code, which is required for the theoretical exam. The exam fee is €30. To find where to register for the highway code exam, visit the Service‑Public website.
  3. Take driving lessons with a driving school and pass the practical exam, or register as an independent candidate.
  4. Download the driving test certificate (CEPC) if they pass the exam.

The Ardennes offer a public transport network including buses, trains and demand-responsive transport services, making it easier to travel throughout the region.

TAC Bus Network (Charleville-Mézières Urban Transport Network)

Timetables and fares: Bus timetables are available on the Bustac website. The network offers a range of fares to suit different needs, including school travel passes and options for seniors.

School bus routes are open to everyone, and demand-responsive transport services are available for people with reduced mobility.

Other transport options

  • Trains: The Ardennes are served by rail services, including high-speed TGV and regional TER trains. These lines connect cities such as Charleville-Mézières and Givet, with approximately one train per hour.
  • Demand-responsive transport: On-demand transport services are also available, allowing users to book specific journeys, particularly for people with disabilities. More information is available on the Ardenne Métropole website.
  • Fluo Grand Est app: This application helps users plan their journeys by taking into account all transport options available in the region.
  • Greenways and cycle routes: For those who prefer sustainable travel, several greenways and cycle routes are available. Bicycles are often permitted on trains.

The Solidarity Mobility Platform offers a range of services designed to remove mobility barriers, including mobility assessments and support, vehicle rental for people entering employment, and social driving school programmes.

  • AlloVoisins: An app that allows users to offer and find carpooling services in the Ardennes, helping to share travel costs.

Accomodation

To obtain social housing, the applicant must submit an online request on Demande-logement-social.fr. A unique departmental registration number is then assigned.
The housing applicant must be over 18 years old (or legally emancipated) and have lawful residence status in France.

Social housing is allocated based on income conditions (the reference taxable income from year N‑2 must not exceed certain ceilings set by decree). The N‑2 tax notice is a mandatory document. For particular situations involving a recent arrival in France, a decree specifies the documents to be provided when no tax notice is available (see useful links at the bottom of the page).
Some individuals, depending on their situation, are given priority for accessing social housing (Article L 441‑1 of the French Construction and Housing Code).
