The French Office for the Protection of Refugees and Stateless Persons (OFPRA) is the institution responsible for examining asylum applications in France.

The French Office for the Protection of Refugees and Stateless Persons (OFPRA) is the institution in charge of examining asylum applications in France. It has sole responsibility for granting international protection to asylum seekers registered in France.
The applicant must follow several steps to apply for asylum. For more details on the initial steps, refer to the Applying for Asylum in France page.
- Pre-registration in a first reception structure for asylum seekers (SPADA);
- Registration of your asylum application at the single-desk contact point for asylum seekers GUDA;
- Submission of your application at the OFPRA.
OFPRA decisions
The OFPRA can grant:
- Refugee status: The applicant is granted international protection and receives a renewable 10-year residence permit.
- Subsidiary protection: Subsidiary protection is a temporary and exceptional protection granted to asylum seekers who do not meet the conditions for refugee status. It entitles the applicant to a renewable 4-year residence permit.
The OFPRA may also:
- Reject the asylum application. In this case, it is possible to challenge such a decision by referring the matter to the National Asylum Court (CNDA) within one month after receiving the OFPRA's decision.
- Deem the asylum application inadmissible. This decision may be taken if the applicant has already been granted international protection in another Member State or equivalent protection in a third country. Inadmissibility may also be deemed in the case of a request for re-consideration, if the OFPRA considers there are no new elements justifying the review of the first decision.
- Close the asylum application. The OFPRA may close the asylum application when:
- the applicant has not submitted their application to the OFPRA within 21 days or has not attended the OFPRA interview;
- the applicant refuses to provide the information required for their application to be examined;
- the applicant has not provided contact details;
- the applicant has left the accommodation offered by the OFII.
