With the employee’s consent, the CSR concierge service can help employers anticipate the impact of an upcoming administrative deadline on an employee’s career path and identify the appropriate contacts. It does not replace the prefecture in processing residence permit applications, nor does it replace the employer in carrying out the required checks.

Access to rights and administrative procedures

You may refer a case to the Defender of Rights if you have a dispute with a public administration or public service.

Would you like to help someone who:

  • Needs access to digital tools or wants to learn how to use them?
  • Simply needs assistance with an administrative procedure?
  • Is facing difficulties that go beyond digital issues?

All support contacts in Meurthe-et-Moselle can be found in this Digital Support Guide, developed as part of the departmental digital inclusion roadmap.

Public writer consultations aim to support individuals with their administrative procedures, help them understand official correspondence, and assist them in drafting administrative letters, enabling them to become more independent in accessing their rights.

The department’s medico‑social centres are local services where your employee can receive support related to professional integration, housing, or social assistance.

You can find the contact details of all medico‑social centres on the Meurthe-et-Moselle Department website.

The Municipal Social Action Center (CCAS) is a public institution of the municipality, chaired by the mayor. It provides information, guidance, and assistance with applications for statutory social assistance, and implements local initiatives (emergency aid, food assistance, registered address services) to support residents in need. When there is no CCAS, particularly in municipalities with fewer than 1,500 residents, you should contact the town hall directly or the intermunicipal authority if it has an Intermunicipal Social Action Center (CIAS).

Learning french and living in France

Social centres and community life centres are local services for families and residents. They help strengthen social cohesion within communities by empowering families and local people and by facilitating access to rights and services. Social centres and community life centres may, for example, offer socio-linguistic workshops to support language learning and social integration.

Finding the Right OPCO to Support French Language Training for Your Employee

Does your employee need to improve their understanding or use of French in the workplace? Contact your OPCO (Skills Operator). OPCOs can help you assess training needs, identify suitable French as a Foreign Language (FLE) courses, and provide information about training providers and funding options.

Funding eligibility depends on your professional sector, the training selected, and the applicable rules. It is advisable to seek guidance before enrolling your employee.

Each OPCO covers several industries. The sectors listed below can help you identify the appropriate contact:

  • AFDAS – culture, media, communication, sport, and leisure.
  • AKTO – services such as cleaning, security, temporary work, and hospitality.
  • Atlas – banking, insurance, consulting, and accountancy.
  • Constructys – construction, public works, and building materials.

Directory of French Language Training Opportunities:

The “Opening Schools to Parents for Children's Success” initiative aims to promote the integration of parents of newly arrived students by offering free workshops in elementary, middle, and high schools on learning French, how the school system works, and republican values, in order to better support their children's education.

Mobility

A driver’s license issued in a country outside the European Union is valid for one year starting from:

  • The start date of the first residence permit in France
  • The date the long-stay visa was validated through the Digital Administration for Foreigners in France (Anef).
  • Before the end of this one-year period, the holder must exchange their driver’s license to continue driving. The application is submitted online via the France-Titres website.

If the employee has not exchanged their license within the year, they will have to retake the written and driving tests.

Some licenses obtained abroad cannot be exchanged for a French license and require the holder to retake the driving test in France.

Check if a non-European driver’s license is exchangeable for a French license on the Service-Public webesite.

Here are the steps your employee must follow to obtain a driving licence in France. These steps are the same for French nationals:

  1. Register on the France‑Titres website and obtain their NEPH number.
  2. They must then study the highway code, which is required for the theoretical exam. The exam fee is €30. To find where to register for the highway code exam, visit the Service‑Public website.
  3. Take driving lessons with a driving school and pass the practical exam, or register as an independent candidate.
  4. Download the driving test certificate (CEPC) if they pass the exam.

Fluo Grand Est is the public transport network of the Grand Est region. Launched in 2019, it brings together the former intercity bus networks of the region’s ten departments, along with the regional TER train network, under a single brand. You can also rent a Fluo electric bicycle when you get off the train.

Fluo Grand Est helps you plan and optimise your journey by entering your departure and destination towns.

The Grand Nancy Metropolitan Area also operates its own public transport network, Stan.

The CREPI Est CSR Concierge Service can refer companies to its network of associations when day-to-day difficulties are putting an employee’s job retention at risk, provided the employee agrees and confidentiality is respected.

You can find mobility-related services on Dora, the Inclusion Platform. Dora helps you identify the support and integration services best suited to the specific needs of your beneficiaries. It is a referral support tool designed to help professionals address barriers to employment, social inclusion, and integration.

Accomodation

To obtain social housing, the applicant must submit an online request on Demande-logement-social.fr. A unique departmental registration number is then assigned.
The housing applicant must be over 18 years old (or legally emancipated) and have lawful residence status in France.

Social housing is allocated based on income conditions (the reference taxable income from year N‑2 must not exceed certain ceilings set by decree). The N‑2 tax notice is a mandatory document. For particular situations involving a recent arrival in France, a decree specifies the documents to be provided when no tax notice is available (see useful links at the bottom of the page).
Some individuals, depending on their situation, are given priority for accessing social housing (Article L 441‑1 of the French Construction and Housing Code).

You can apply for social housing through the official government portal: demande-logement-social.gouv.fr.

Below is a list of social housing providers in Meurthe-et-Moselle:

If you are a private-sector company (non‑agricultural) with 10 employees or more, Action Logement can support your employee in several ways:

These residences offer furnished or unfurnished accommodation and shared common areas for people aged 16 to 25 (and up to 30 in some cases) who are employed or in the process of social and professional integration.

You can also contact the social housing residences in the department:

In addition, as part of the “A Roof for Employment” pilot programme, two sites offer micro-studios for people who are employed but do not have a permanent home, as well as for people who are close to employment and need greater housing stability:

The Family Allowance Fund (CAF) offers a tool to estimate the benefits your employee may be eligible for.

Health

Your employee must provide you with a provisional or permanent social security number.
If they do not have one, they must submit a social security registration application.
They will need to provide proof of having been present in France for more than three months.

The formation‑civique website provides information sheets on healthcare access for foreign nationals.

Childcare

The website Mon Enfant.fr enables your employee to search for childcare solutions for their children and estimate childcare costs and the financial support they may be entitled to. They can also receive assistance with their search and administrative procedures from the Meurthe-et-Moselle Family Allowance Fund (CAF) or one of its partner organisations.
