Access to rights and administrative procedures

The State services of the Meuse department centralize residence permit procedures on the prefecture’s website. Depending on the applicant’s situation, some applications must be submitted online via the Digital Administration for Foreign Nationals in France (ANEF), while others require an appointment with the prefecture.

For procedures requiring an appointment, the prefecture specifically indicates residence permits under the categories "employee" and "temporary worker". Other applications must be submitted directly online without an appointment.

Telephone assistance for foreign nationals is available on Wednesdays from 9:00 a.m. to 12:00 p.m. In-person services are available by appointment only.

To view the procedures and book an appointment, visit the Meuse State Services website.

If you need help with an online administrative procedure, a digital support point is available at the Meuse Prefecture, 40 rue du Bourg, 55000 Bar-le-Duc. It can be reached by phone on +33 (0)3 29 77 55 55. The service is available with or without an appointment, Monday to Friday, from 8:45 a.m. to 12:00 p.m. and from 1:30 p.m. to 5:00 p.m.

In Verdun, assistance is provided by France Services, 13 rue Charlemagne, 55100 Verdun, on Mondays from 1:30 p.m. to 4:30 p.m. and from Tuesday to Friday, 9:00 a.m. to 12:00 p.m. and 1:30 p.m. to 4:30 p.m..

Mobility

For a driving licence issued by a country outside the European Union, the rules governing licence exchange depend, among other factors, on the country where the licence was issued and the driver's individual situation. Before starting any procedure, it is recommended to check whether the licence is eligible for exchange and to review the applicable conditions on France Titres and Service-Public.fr.

If the licence cannot be exchanged, or if the applicable deadlines are not met, the employee may be required to take the French driving licence tests in France.
